I had the same error message before configuring the storage backend properly.

here's my config:

./configure \
--prefix=/opt/dspam-3.4.8 \
--with-dspam-home=/var/dspam \
--enable-shared=no \
--with-sqlite-includes=/usr/include \
--with-sqlite-libraries=/usr/lib \
--enable-virtual-users --with-dspam-mode=4770 \
--with-dspam-home-mode=2770 \
--with-dspam-owner=dspam --with-dspam-group=vpopmail \
--enable-domain-scale

Even though dspam uses sqlite "by default", you need to tell configure like
above.
