DSPAM CGI Patch for DSPAM appliance

Hi guys,

i just finished my first Version of DSPAM-CGI-Aplliance patch.

With this patch you can use the CGI to create,delete users. It will only
work with DSPAM and MYSQL configured like descripted in appliance.txt
(3.4.9) or relay.txt (3.5.x).
So you don't have to create the users in mysql commandline and change
the localstore for each by hand.

Its tested with dspam 3.4.9 and 3.5.3.

It should work with 3.5.x ..
