I think it is just a bug in the webui and nothing to worry about. My users
show up as having prefs completely different from my defaults in the web ui
until they change some item, and then all the prefs show as I would expect.
Those who dont change anything are definitely getting the settings I've
specified, despite the incorrect webui display.
