No, though if the destination file has only changed a little, the patch
can still apply successfully. Sometimes you'll see "applied with
offset" or "applied with fuzz 2" (and you can even tweak things by
changing the fuzz to 3 with -F3, which will make `patch' work even
harder to make it apply).
