I don't have that file either.

# dpkg --get-selections | grep mysql
libmysqlclient15-dev install
libmysqlclient15off install
mysql-client-5.0 install
mysql-common install
mysql-server install
mysql-server-5.0 install

maybe you need to install the libmysqlclient15-dev package.
